Thanks for being part of MangaHarbor. These aren’t strict laws, but more like a guide so everyone understands the general idea.
These rules apply to all scanlators, including solo scanlators and scanlator groups.
Anyone is allowed to create a group, even solo scanlators. Creating a group is recommended because it makes it easier to credit the scanlation and manage members.
The first upload from each individual account needs to be manually reviewed by me or Karim.
Once the first upload has been approved, the scanlator can upload immediately without waiting for another manual review.
If an account breaks the rules, such as uploading forbidden NSFW content, I will have to restrict the account ( if it's a first offense discretion exists and will most likely end up in a warning and said content removed, I understand that not alot of people will read the rules anyway ).
A group has one owner. The owner can transfer ownership and add or remove other members.
Members can be added to the group on the MangaHarbor website, to the group’s cloud, or to both.
I recommend filling out the scanlator form to request cloud access and to make it easier to invite your own teammates.
Scanlators are allowed to upload another group’s work if they have permission from that group.
I require no proof. I accept the uploader’s word unless the original group complains.
Porn and hentai are forbidden. Ecchi is fine, but MangaHarbor is not an adult site.
AI-translated text is allowed, but AI-generated pages and AI-typesetting is forbidden.
A scan where nearly everything was produced automatically will result in account termination.
Low-quality uploads are discouraged.
Official rips are not allowed, but we do not have the resources to inspect everything, so we will not delete official rips unless we get DMCA’d.
When a creator or publisher asks for removal, MangaHarbor will remove the affected chapters.
If the removed work belongs to the scanlation and is not an official rip, we will make a copy of the manga the scanlation worked on and place it in the scanlator group’s private cloud archive before removing the chapters that received the DMCA request.
A dead or disbanded group’s published works will remain on MangaHarbor forever unless the group asks for them to be removed.
The group’s private cloud data will remain available for as long as MangaHarbor can spare the storage.
In some cases, I may move a dead or disbanded group’s files from SSD storage to HDD storage.
If MangaHarbor runs out of available storage, the group will receive two months’ notice to move its private cloud data.
If nobody answers after two months, I cannot guarantee that the private cloud data will still be there. The private cloud data may be deleted, but the published chapters on MangaHarbor will remain.
The current cloud storage cap is 50 GB of SSD storage and 75 GB of HDD storage per group.
MangaHarbor may be able to provide more than this depending on available storage and the group’s needs, but it is not guaranteed.
The cloud can be used for normal day-to-day activities, but it is encouraged to use it mainly for scanlation-related work.
SSD storage is recommended for active work such as raws, cleaned pages, translated pages, and shared folders between members.
HDD storage is recommended for archives, completed projects, backups, and unrelated personal files.
If the cloud is used for illegal activities, sending porn, distributing malware, or anything deemed morally wrong, I have the right to terminate cloud access immediately.
If the violation happened only in the cloud, the user’s cloud access will be terminated.
If the violation happened on the MangaHarbor website, both the user’s MangaHarbor account and cloud access may be terminated.
The rest of the group will still have access unless there is proof that the violation was motivated or supported by the entire group.
MangaHarbor can help scanlators scrape, archive, or upload works they previously released.
This is only done when the scanlator or group requests it and confirms that it has permission to provide those works.

A verified scanlator system may be introduced later. The requirements and benefits will be discussed in the future.
I still do not fully know how to handle penalities, which is why each case will have to be manually handled rather than use a policy book, this will be fixed in the future.
Issues such as impersonation, repeated rule-breaking, stolen work, and repeated low-quality uploads will be handled individually for now.

The site will forever remain free, funded by sole MangaHarbor contributors and myself.
Donations from the community are also forbidden, but may be used as a last resort.
In the case where the project ever tries to transition toward profits over the original goal, and MangaHarbor tries to go above that as well, I will share an open-source version of MangaHarbor and give access to all scanlators who participated in making this site grow.
This is a permanent rule of MangaHarbor, it cannot be changed, removed, bypassed, or replaced by any future rule.
This is to ensure the data is never lost.
All mangas hosted on MangaHarbor will be accessible to all participating scanlation groups for preservation and self-hosting purposes.
These rules ( except the 14.profit part ) may change at any time depending on how the site, the community, and the available infrastructure evolve.
